Born in Genova in 1949, after attending Art School and the Academy of Art, he experimented the laws of simultaneous contrasts and complementary colours. His paintings combine precision, fluidity, compositional balance and trasparency. Very rerely such fineness of touch, such grasp of detail has been achieved by an artist.

Francesco De Panis has exhibited in important places in Italy, Germany, Spain, Switzerland, USA, and Venezuela. His works can be found in many important collections in Italy and abroad.
